Sudan, the Army of the Democratic Republic of Congo, the Army of the Central African Republic, and the United Nations Peace Keeping force inside of the Congo for many years. The Daily Monitor newspaper in Uganda ran a headline on October 16, 2011 stating the following: “US troops arrive to Kill or Capture Kony”.
President Barack Obama recently wrote a letter to Congress to inform them that he authorized the deployment of approximately 100 combat equipped U.S. troops to central Africa. He explained in his letter that they will help regional forces to remove from the battlefield Joseph Kony and senior LRA leaders. President Obama pointed out in his letter to Congress that although the U.S. forces were combat equipped, they would only be providing information, advice, and assistance to partner nation forces. He also stated that they will not engage LRA themselves unless necessary for self-defense. However, President Obama is sending troops to hunt down Joseph Kony as he authorized with Osama bin Laden in Pakistan. Pentagon officials said the bulk of the deployment would be Special Operations troops, who will provide security and combat training to African units. Since 2008, the U.S. has expended over 40 Million in critical logistical support, equipment, and training to enhance counter- LRA operations by regional militaries according to the Department of State records.
In May 2010, President Barack Obama signed into Law the “Lord’s Resistance Army Disarmament and Northern Uganda Recovery Act” in which the legislation aimed at stopping Joseph Kony and the LRA. The Bill passed in the Senate on March 11, 2010 with 65 Senators as cosponsors. It also passed in the House of Representatives on May 13, 2010 with 202 representatives as cosponsors.
Critics of President Obama suggest that the real reason he is sending Special Operations troops after Joseph Kony is because of the Oil found both in Uganda and South Sudan.
