FOCUS ON COMMUNICATION IMPERIALISM"/"THIRD WORLD MASS MEDIA STILL GOING DOWN THE DRAIN"? (FIRST PART)
(...)A cursory survey of the distribution of mass media all over the world can not fail to reveal the marked scarcity in the underdeveloped countries of "ASIA", "AFRICA" AND "LATIN AMERICA" which contain two- thirds of the world's population. Altogether they have but (12) per cent of the world's newspapers, (10) per cent of the world's newsprint, (20) per cent of the World's radio transmitters, (10) per cent of the world's TV transmitters, and (30) per cent of cinema. The materials, services and skills which are supportive of the mass media are not present in adequate amounts. Less than half of the peoples of the Third World are literate. Only the larger cities and towns have electricity and there is generally a lack of facilities and finances for a broad system of public education. In the same trend, the masses of "ASIA", "AFRICA" AND "LATIN AMERICA", specially those in the rural areas, are not significantly reached by mass media and mainly rely on interpersonal forms of communications. They fall way below the UNESCO sufficiency target of 10 dailies, five radios, two TV's and two cinema seats per 100 people.
Moreover, Since advanced communication is a function of economic development, it is logical that the rich countries, where there is immense concentration of technology, wealth and power, have a much greater access to it. They have large quantities of printing paper, raw film, projection and photographic equipment, radio and television receivers, transmitting and sound recording facilities, printing presses, scientific and teaching aids, to avail themselves of mass media facilities and to support the communication industry in general through advertising, subscription and patronage.
In contrast, the poor countries can ill afford to spend for sophisticated media equipment and do not yet have the skills to operate and respond to them on a massive scale, although they are trying their best to develop their communications network to bring progress to their peoples.
-"DELIBRETATE COMMUNICATION PROPAGANDA" TARGETED AT THIRD WORLD":
"A growing number of journalists in the less developed states contend that the Western press consciously projects only the "BAD NEWS" about the poor countries"..."TEODORO F VALENCIA", one of the more vocal critics, said:("We are tired of being told what we think about ourselves". It is time that the world knows"What third world nations themselves think about themselves")!"Valencia" was reacting to the tendency of the Western press to feature only one side consisting of unpleasant happening: typhoons, flods, hunger, political intrigues, graft and corruption, etc... He revealed that more often than not, the stories filed by local correspondents were not factual and were further distorted by the deskmen of the big international news agencies. According to him, the tyranny of the western press is best exemplified by its attempts to impose Western values as the only true values in the world...
IN addition to that reality, The content of global mass communications is irrelevant to the problems of the developing countries."Jhon Lent" concludes:"Whereas in colonial societies media were used by elite colonialists to keep abreast of happenings in the mother country and other colonialists, in the post-independence period media were used by native elites and white-collar groups to communicate with other elites and white-collar groups.
Consciousness about the problem has been brought to the fore in international bodies. In its Medium-Term Plan for (1977-1982), "UNESCO" said that the concept of free flow of information needs to be complemented by that of more balanced and objective flow, both between countries and between regions.
"NOWADAYS, THE CORE PROBLEM OF THE THIRD WORLD MASS MEDIA RESTS IN THE SCARCITY OF FINANCIAL AND MATERIAL MEANS, SO AS TO HAVE ACCESS TO INTERNATIONAL SATELLITES AND BREAKING NEWS INFORMATIONS EACH AN EVERY DAY: THAT IS THE ROOTS OF A LACK OF AN INTERNATIONAL CREDIBILITY, KNOWING THAT THE WORLD IS TODAY A VILLAGE DUE TO GLOBALISATION!
